With a dog that's already house-trained, yes. A pad tells your dog that indoors is an acceptable place to go, and a stressed dog will generalise from the pad to the rug next to it. The longer the pad stays down, the more established the habit gets.

Pads still have a real place for puppies in training, older dogs with incontinence, and dogs recovering from surgery.

Yes, as a bridge. Some owners keep a pad down for the first week or two while the pheromone baseline builds, then remove it once the accidents drop off. Just don't treat the pad as the fix.

Stress peeing tends to happen while you're out or just after you leave, after a change (a move, a new baby, a new pet, a new schedule), during storms or fireworks, or in a dog that was reliably house-trained and suddenly isn't.

See your vet first if your dog is peeing more often in small amounts, straining, drinking much more than usual, has blood in the urine, or leaks while asleep. A urinary infection looks exactly like stress peeing, and no pheromone will fix that.

Marking is small amounts on furniture, walls, door frames or anything new in the house. It's a stress and territory signal, more common in unneutered males but seen in both sexes. Pads don't help, because marking goes on vertical surfaces and specific objects, not the floor.
